BIETC: Frabemar's Effective and Fast Solution
Frabemar has been a mandated agent of the Conseil Gabonais des Chargeurs for 30 years.
For sea shipments bound for Gabon, the BIETC (Bordereau d’Identification Electronique de Traçabilité des Cargaisons) is mandatory. Frabemar, as the mandated agent of the Conseil Gabonais des Chargeurs (CGC), is your reliable partner for the quick and compliant handling of this document.
Documents Required for the Issuance of the Gabon BIETC:
- B/L
- Commercial invoice
- Freight invoice if commercial invoice is FOB - EXW
- Packing List
- Customs Bubble - EXA
Supplementary documents:
- Copy of the purchase invoice of the used vehicle
- Copy of vehicle registration
- Copy certificate of the last vehicle inspection.
- If a Gabonese citizen residing abroad returns to Gabon please provide the Embassy's “Certificat d'Expatriation” or an equivalent document
- Check if you are registered with the BIETC system: http://bietc.cgcworld.com/
- If you are not registered, follow the instructions below:
- Click at the bottom on “Access Request”
- Fill out the application in its entirety
- Transmit the electronic record by clicking on “Create”
- Wait for confirmation of successful enrollment. Normally takes 48 hours from the date of enrollment
- Once your registration is confirmed you will receive access codes:
- Username
- Password
- Submit your request online or by e-mail
- Log into the system, select the country of embarkation and request the “Blank printout”
- Please let us know your order no. of “Blank printout”
- Please wait for our feedback with your order confirmation and our invoice
- Please proceed with the payment of our invoice
- Wait for BIETC draft to check
- If the draft is OK you will need to log into the BIETC system and confirm your draft
- Wait for the validated BIETC
First Validation
The first validation must be made one (1) day before the ship’s departure date.
Final Validation
Final validation must mandatorily be requested by:
- 10 (ten) calendar days from the ship’s departure date for shipments from European ports
- Fifteen (15) calendar days from the ship’s departure date for shipments from U.S. ports
WARNING
Shipments that have not been regularized with BIETC within the above deadlines will be subject to penalties at destination.
In Gabon there is a ban on the import of used vehicles that belong to the following categories:
- A / B / D with the date of first registration > to 10 years old
- C / E with the date of first registration > to 10 years old
- Motorcycles
- Vehicles with weight < Kgs. 3,500.00 (Max 8 seats)
- Vehicles with weight > Kgs. 3,500.00 (Truck)
- Vehicles with weight > Kgs. 3,500.00 (With more than 8 seats)
- Vehicles category B/C/D with trailer whose maximum weight Kgs. 750,00
- Used vehicles intended for persons with disabilities (1 vehicle per person)
- Used vehicles for collection
- Used vehicles, intended for personal use, to diplomatic, administrative and technical bodies (Embassies, Consulates and International Organizations recognized in Gabon)
- Vehicles used for public works (maintenance, civil engineering, agricultural and forestry vehicles)
- Used vehicles destined for religious bodies and/or charitable associations
- Used vehicles intended for personal use, owned by a Gabonese citizen, residing abroad, in case of repatriation to Gabon (1 vehicle per person)
- Used vehicles equipped for people with disabilities (1 vehicle per person)
